MEMORANDUM

I am writing to inform you of a newly approved change in Association policy with respect to the distribution of The Washington Report.

After much discussion, at the recent 2000 Annual Conference in New Orleans the NCDA Board of Directors voted to approve a resolution by the Membership/Professional Development Policy Committee to abolish the policy of charging a premium for receiving The Washington Report in hard copy via U.S. mail. This decision will become effective with the start on the new fiscal year on July 1, 2000.

The Board made its decision based on the rationale that, The Washington Report is the most basic privilege of membership in the Association, and by charging an additional premium of $250.00 to receive the publication in hard copy many communities may be feeling unduly pressured into receiving the Association's primary vehicle for communicating with its members in a manner that they are not entirely comfortable with or fully prepared to utilize.

Therefore, prior to July 1, 2000 all members are asked to inform Karen Means, either in an e-mail, or by phone, whether they wish to continue receiving The Washington Report in hard copy via U.S. mail or electronically via e-mail from the member listserv. Once all members have plainly expressed their preference, staff will take steps to see that the document is sent to them in accordance with their wishes.

Member communities that have already paid the additional premium to receive The Washington Report in hard copy for FY 2001 will receive a $250.00 credit towards the renewal of their memberships for FY 2002.
