Can CDBG-CV rental assistance be provided for the tenant's portion of rental assistance (ie- Section 8, HCV, MRVP)? Tenants could ask the original rent subsidy provider to reduce his/her share due to job loss etc, but I am seeing community pushback on this and haven't been able to identify a clear answer on HUD Exchange and COVID FAQ's.
