We are going to be funding utility arrears under matrix code 05Q (Subsistence Payments). You're allowed to make one-time or short-term (usually 3mon, but under CV 6mon) payments to prevent utility shutoffs. The catch is the payments must be make directly to the utility provider on behalf of the tenant. (See 24 CFR 570.207(b)(4) or 42 USC 5305(a)(8) + 24 CFR 570.482(c)(2))
