I have a CDBG-CV eligibility question. We have a non-profit wanting to apply for CDBG-CV Round #3 funding and we are unsure that they would be eligible. Situation. The activity meets CDBG eligibility requirements and they are tying their proposal to the pandemic by declaring because of the pandemic they were not able to conduct normal fund raising activities leaving them financially struggling. Question. Disregarding the fact the activity is eligible, does the claim that the lack of funds because of the pandemic meet the prevent, prepare for, or respond to the coronavirus requirements to be eligible to receive CDBG-CV funding? Thank you
