Can anyone point to where in the new guidance it says that in January you’ll have to double pack and collect documentation after self-certification?? That sounds like overreach by The local HUD representative. The whole point of self certification is a lack of documentation of current income status and our being able to get money to people who need it most. If we are going to have to double back and get the information later that would be overly burdensome on the staff and the recipients. I’m relatively new to CDBG but I’d like to learn how to challenge unreasonable requirements by HUD. There are federal rules that say federal guidelines can’t be unreasonably burdensome. That’s why every federal form says on it how long it should take to fill out. Thanks.
