The answer is No, they cannot. Our community also felt strongly about this, and we struggled to find or get an answer. However, Jessie Handforth Kome stated in a Q&A session provided by NCDA about CDBG-CV that non-profits cannot receive funds as a beneficiary for small business assistance. 24 CFR 570.203(b) speaks to assistance to private for-profit businesses only. |
