The following membership changes regarding non-entitlement communities were approved by NCDA's Board of Directors on January 27, 1999.

Non-entitlement members (cities with populations of less than 50,000) will now be charged an annual membership fee of $375.00, reduced from $550.00.*

Non-entitlement cities will be offered a free six-month trial membership. This will be a one time offer and will begin on July 1, 1999.

NCDA is pursuing these changes as a means of attracting new non- entitlement members to its membership base.
