NCDA COMMUNITY DEVELOPMENT COMMITTEE MINUTES

I. HUD Presentation by : Richard Kennedy and Dierdra McGuire-Zinni
A. Products
1. Affordable Housing Training Bulletin (due in July) :
Helps grantees to understand the flexible use of CDBG & HOME to develop affordable
housing.
2. Computer-based Tutorials (demo due in 1 month)
Models for CDBG basics and broader subjects, such as neighborhood revitalization.
B. Rules
1. Proposed Rule to implement brownfield eligibility provision should be published in the
Federal Register in mid July .
2. Proposed Rule on expenditure documentation should be published in mid July in the Federal
Register. This covers documentation to be maintained when providing dollars to entitlements
not subject to OMB.
3. Anti-pirating rule should be out mid summer.
4. Lead based Paint rule should be published this year. Training on implementing this final rule
has been developed. 55 training events will be scheduled nationwide within 8 weeks of the rule
being published.
5. Final procedures for handling discrimination complaints published 1/25/99. See HUD web-site for most updated language.
6. Fair Housing Rule has been pulled. Assistant Secretary Cooper is heading the working group
on the revision.
C. Training
There will be another 10 sessions of CDBG Basics to be scheduled and another 5 of Economic
Development Tool Box to be scheduled.
D. Odds & Ends
1. Timely Expenditures
In April, 308 entitlements cities were over the 1.5 million ratio. In May 69 entitlements went
under the 1.5, but 50 more were over.
2. Draw down any 1992 dollars which may be left in a line of credit well before
September or you will lose them on October 2.
3. Dierdra McGuire-Zinni will be leaving CPD for another job in HUD.
II. Anti-Pirating Provision
Part of the Appropriation Law which contains the anti-pirating provisions is in effect now. Key
items to be addressed in the proposed rule :
A. What is direct assistance ?
B. What about infrastructure ?
C. What is "significant loss of employment" ?
D. Dose t his apply to 108 ?
E. What is "labor market area" ?
III. Chandra Western - NCDA Items
A. 2000 Budget
Members if the campaign for Housing & Community Development Funding are working
together to lobby congress to increase funding, through press kits, visits, letters, etc. NCDA
working with Mayors and City Council and their respective groups
B. Lobbying vs. Providing Education
Lobbying is direct corrosion in an overt way, providing education is providing facts regarding
how the cuts will effect the people in a district.
Educate the board members of the non-profits which receive CDBG & HOME funds.
C. Community Re-investment Act
The changes in this act did pass in the Senate. The House has not voted yet.

A. Environmental Review Process
B. Use and tracking of Program income
C. Training for new grantees - "Orientation"
D. Economic Development and use of 108
E. Performance Measurements, results-oriented outcome measurements
F. Monitoring Requirements and Performance
G. Consolidated Plan
H. Training at the regional level appears to be a much more efficient method of providing
training rather than spot training on one subject in very few locals.
V. Committee Actions/Recommendations
A. Ask board to send a letter of appreciation for Dierdra McGuire-Zinny's work with
NCDA to Secretary Cuomo.
B. Put talking points regarding budget proposal on web page & mailouts in hard copy in
the next mailing.

hard copies
